Edit : Oooops, my bad, this is buck converter is step down only; you'd need a step up/down type to get to 19V.

I use these to take 12v to 48v for some of our remote POE kit. Can be set to any output voltage. Been very good so far, and cheap!

They are really good! I have used them for all sorts of things. Better than inverting up to mains and then down again...

Think the former will work better - though you might need the latter if you leave it on too link - 200W at full power is 15A or so - so will discharge your typical battery to a no start level in about 4 or 5 hours I would think.
