I have an acquaintance who works at the Environment Agency, specialising in water stuff. According to her, if we don't get the normally heavy rainfall in November and December and nothing else happens within the first three months in the new year, it is pretty much officially drought until October because any rainfall we get now will just essentially get us through the rest of the water year (through September) without actually refilling the aquifers to previous levels. (Heck you probably know more about the technical bits around aquifers more than I do! :thumbright: )

Add to this that the water companies were allowed sell off a few reservoirs for development and that they are only just now beginning to deal with leakage in the supply system, we have a perfect storm, so to speak, when we don't get the requisite rainfall at the beginning of the water year(which is October.)
