You might be OK, done a bit of surfing and some of the regulators will take that sort of input voltage down to 12v. Tend to cost more though. Need to find out the full spec on your controller. Need to defo connect the battery before the panels to set the required output voltage.
I would be tempted to use 2 batteries in series so the regulator is doing it's stuff at 24v, and then drop to 12v with the reducer. You would get the full output into the batteries from the panel then. Don't be tempted to pull the load off just one of the batteries!

A different controller with a higher Vp rating would be fine and a good solution, but I imagine a suitable one would be fairly expensive (£60-100?).

I'm of the belief that cable is made up of smoke - as when it goes phut all you get is smoke........

Are you wanting to do it properly and sikafex a flexible panel to the roof, or a stand alone which you could lend to Ian to charge his batteries!
