The specific option was removed on this version, I understand, because people thought that it left the image on the web and just linked it - but in fact it did upload it. And it wasn't used much.
But interesting to see that it still be done

In not finding an equivalent in the new Gallery I had a play, and discovered how to do it, at least for later versions of windows.
If you need to do this, simply select the browse for a file button, and then paste the entire HTTP://some.image.loc/picture.jpg" onclick="window.open(this.href);return false; into the file name field; windoze will go find it and present it to the gallery upload process so you can just continue from there as if it was on a local drive.
